If it were a PSA, and it were a possible language barrier, I would suggest reassigning to another affiliate who speaks the same language, but since you cannot reassign CSA, you might want to see if you can find the sponsor of that CSA, to see if they can reassign, since they will not do you any good as a nonresponsive affiliate. Maybe that sponsor will want to reciprocate if it helps.
No need to give up on them, keep signing group team mail to all and they might get active.
It's no loss to you if they are inactive, but you never know when they could get active.
Write to the inactive CSA's referrer to see if they are actively encouraging the CSA too.
Unfortunately, in SFI and all referral programs there will be inactive people, it's part of life, and remember if they are inactive it's usually due to lack of ambition to succeed. One day, they will regret not being active.

My answer is: Never! There could be a number of reasons why CSAs are not responding to our messages or remain inactive since joining. Sometimes it is due to lack of resources on their part and not owning a personal computer is the problem most have to face. We'll never know the real reason that's why it's important we should not give up in reaching out to them.
Well,people are quite apprehensive about Internet Business & E-Commerce.Never mind,when people take their own sweet time to decide n participate in SFI/Tripple Clicks...However,our effort as Leaders should be to keep supporting all Affiliates on Down-Line...til they give-up....Leaders 'NEVER GIVE-UP'..that's why We are Leaders.:))
If you have children and they are stubborn or they misbehave in any way, you have to sbear the burden of teaching/advising them. They are yours till death! You don't give up on them! Likewise ,your CSA and PSAs are yours !
NEVER Quit On Anyone! You do not know their problems and priorities. For instance right now we are going through the tough job of moving to a new residence. There is a lot to do and we do not have forever to GET it done. A lot of people are like that. But eventually the mandatory things in their lives get handled properly and then SFI suddenly gets on the top of the priority list - and BAM!, there they are, performing like pop-corn on a hot griddle! Many of them are saying, "I didn't quit because my sponsor did not give up on me!" Then reward them with a couple PSAs reassigned to their down line...

I would have to go with the general comment.....don't give up on them.
If you do everything honestly to assist those that are not taking up the SFI opportunity then who are we to judge.
They may fire up later.
Like myself, I was looking for this very thing, SFI !
I enjoy SFI and will always be there. So, who are we to predict each individual? Allow the rules to dictate (those of SFI which will cancell a membership). Stay and support those, it is a business and your consious will be clear knowing you have done all you could.
