My strongest leg is in Slovakia.
Has anyone tried the paid Facebook advertising and, if so, did it work/was it was worth the cost?

I have not had good results with Facebook ads or fan pages. I have tried apps on fan pages that promise tons of likes and the most I ever got was about half a dozen. I wouldn't disregard it completely, but I certainly wouldn't put all my eggs in the Facebook basket.
How does sponsoring many affiliates help me?

Sponsoring affiliates is like playing solitaire. You never know if the next affiliate will be an ace who will cause your business to grow beyond your wildest dreams, or a very successful king, queen, or jack. The red cards are the good ones. Then there are numbered cards. The black cards have just as much potential as their red counterparts, but for some reason, they never even try. Then there is a joker in every deck. Your job is to turn over those cards by offering them the opportunity and support, but ultimately it is up to them. Just sponsor all you can and work with the workers.

What are the best types of businesses to send the ECA Postcards to?

Jewelry Stores are a great place to start. Their products have a large mark up and can well stand the 15% SFI take. Shipping is inexpensive, and commissions are high. I used to manage a jewelry store, so I know a little bit about jewelry.
When should we give up on CSAs who don't respond to our messages or do anything?

If it were a PSA, and it were a possible language barrier, I would suggest reassigning to another affiliate who speaks the same language, but since you cannot reassign CSA, you might want to see if you can find the sponsor of that CSA, to see if they can reassign, since they will not do you any good as a nonresponsive affiliate. Maybe that sponsor will want to reciprocate if it helps.

webs.com sites are also free and have the ability to make external links. That means you can make your sfi gateways into pages on your website. This is an example: http://www.sfi-rewards-4-u.webs.com
