If that is the case, it may be advisable to your PSA to buy from them, but generally they will allot a mix of international affiliates to all their customers. And if you are going to get a mixture of all sorts of PSAs then there is no point to advise them such an action.
It would be better to purchase PSAs from S-Builder units per month. This adds some VPs as well to your account as well.
I would rather suggest my PSAs to purchase TCredits packs and then bid for PSAs and try to win the auctions. Even if they do not win the auction, they would certainly get some VPs, MRPs and PSAs through SPIN and WIN.
But if the ECA in their country are going to supply PSAs from their country only, I would certainly advise my PSAs to buy PSAs from them, because the communicating with your PSAs would be easier.

1) Generating sales and concurrently earning SVP for the same item.
2) They become an example to the people in their downline - aand can talk to their downline about doing the same since they themselves talk the talk and walk the walk. That's a great way to duplicate what they are doing.
3) Provided that what they are buying is something they would normally buy - all they are doing is transferring their buying to somewhere where they are going to actually be rewarded for buying from. What could be better than that?

There is also the possibility of picking up your order and saving on shipping charges all together.

Goods are generally cheaper if they are manufactured and sold locally because additional expenses such as shipping costs, customs duties etc.. are drastically reduced or eliminated altogether. Goods sold by local ECAs should therefore be cheaper than goods sold by ECAs outside of their country.

Due to restrictions and shipping costs, some products can't be delivered to some areas of the world. But with PSAs buying from local ECAs, one need not worry about expensive shipping costs and long delivery times. Whatever product that was purchased can be picked up or dropped off in minutes. Plus, your affiliates will be supporting neighborhood businesses by spending a little money with a local ECA.
Advice is good, but results totally depends on individuals, and of course the product's quality too..
There are few criterias that should be put into considerations, understanding human nature..
Example me;
I am not a spendthrift type, budgets are never enough to complete a month. As how many advices or salesman standing promoting and offering their products, the cash not comes out from their pocket, I am quite sorry looking at them, hehehe..
But I do like to invest anything into my business, that means, we know what and which quality products we need.
Anyway, if we owns something to sell, we do need to promote.. so promote smartly is the answer..

Advising your PSA's or CSA's to buy from ECA's in their country con only give you great possibility to grown.
Every time that one of you downline member buy something and spend money, you receive commissions on they're buy action, and if the same members buy products using MRP points points from product will be addittionaly given to members, and that will help him/her to hit the next status as soon is possible.
