This is very good and important question.
The first step is to identify those in your team that are active after having communicated with them on a regular basis using your Genealogy Reports and tracking their activity. The chances are, if you've followed the lessons for being a good sponsor, and there is no response on their part, then it's not about them being confused, it's about them not being interested.
Having said that, as sponsors, we have the obligation to direct our team members to the proper SFI Resources and Tools. This means we should know and understand them ourselves in the event that they have any questions, and if we can't answer them, point them in the right direction.
I have found that emailing them positive things that are happening to me, such as winning TCredits from playing games or T-Time or the Daily Grand or even winning a PSA from Spinning after Pricebender Bidding indicates that, I, as their sponsor, am succeeding and they can do it as well, which has the potential for duplication.
I hope this helps.
