Personally I think you are an AWESOME sponsor! That said, you ignore it. Some you can bring along the path of success with you. Others will follow you. You can never bring or help the ones that refuse. Continue to support them 100% as they progress toward goals and milestones. I tell my network all the time, if they don't want to fly south for the winter then stay up north and FREEZE!!
What? That's not nice! No, that's exactly what those 'snowbirds' deserve. Never reward infidelity, apathy, or ignorance. Just continue south with those who realize that you have their best interests in mind. One or two things with happen to the others. Either they will see that it is easier to flow with the current or they will drown! It is a choice and they are entitled to that choice.
Therefore since you are the AWESOME sponsor that you are you will continue to build meaning connections with those affiliates that see the vision of the team. Accept a 3 rating and smile. Look at the big picture . . . over time your rating can not do be one thing at that is go up as the 'chaff' is cast away.

Being a school teacher I understand fully what you are referring to.We are also rated annually by our heads of department as well as other colleagues to determine our individual performance in various categories. You are required to rate yourself and then the different ratings are compared to determine your performance level for the academic year and whether you qualify for the annual 1% salary increment.
No person asks for criticism, but if you are involved in activities where you are of service to others, criticism is automatically part of your life. Each person wants to protect themself and obviously you are convinced that you are the best educator around. Until you realise how others observe you and your way of educating. Then a person comes to the realisation that "you never arrive" and the room for improvement never disappears.

Dear friend it's a good question. From my personal feelings I want to say that sponsors duty is to help their affiliates. So, we have to do our duty regularly. Affiliate's duty is to build up the business further. Sponsor's getting their main income from their PSA and CSA.
Our affiliate's also somebodies sponsor's. They also helping their affiliates. They also hope good ranking from their affiliates. Similarly our sponsors also. It's not an individual business. So, friend do your job regularly. One day they will understand the SFI community and then they will giving their rank accordingly.

I wish that there was an easy way, but the truth is that there is no way to control another person. The best way that I can suggest for you to operate when they still give you negative is to ask them why they are doing it. Many times, when you confront people, they are willing to change their opinion.
In short, just email them and ask them what it is that they are expecting of you in order to provide the necessary positive feedback.

Once they tell you what their reasons were then ask them what you need to do be an awesome sponsor. For mostly Leader a good rating from their downline is important thing because the good rating is determine their ability as a Leader .
For me myself, the rating should be should be given and come from heart irrespective of good or poor to improve the quality of my leadership. We can’t force all of our downline to give us a good rate as our expection until they want to. But we can sending them reminding message to take an action on “ For completing the SFI/Sponsor/Co-Sponsor ratings form” to get 10 VP.

if then again there is no answer or answer is something that you know that is not true, then simply reassign that person to another affiliate in your team.. give him a new sponsor.
and then if that continues to happen with another sponsor, you need to report that person to SFI support.. you and other sponsor, both need to report her or him, and then SFI will deal with it..

You should deal them the way you were dealing with them before they have rated you "poor". You should not ostracize them from the rest of your PSAs that rated you "excellent". Instead, you should continue to show to them more of your unconditional support. Try to be an awesome sponsor always. Who knows, in the next rating period they will realize that the rate they gave to you previously, is not the rate that is supposedly due to you. So, cheer up!

* You may not be giving the right support needed, when it is needed.
* Your PSA may be looking for support that does not fit into SFI program.
* Your PSA may not be reading the available resources given and want to be you dependant.
When you are sure of the above, everything should flow well and with a personal relationship being developed, they should rate you five stars.
