There are many ways to target your advertising to any demographic group, especially if you use paid advertising. With free advertising sources like traffic exchanges, safelists or text ad exchanges, there is no way to target your ads.
You can also try to target your advertising via organic searches by including special keywords in the "meta" section of your website if you have one.
The beauty of paid advertisement is that the programs selling ads offer you the possibility to target your audience by gender, age, marital/family status, average annual household income, and so on.
Another important thing, both for paid advertising and organic searches are keywords. Many people make the mistake of using general keywords, like "make money online" which result in clicks by many people, which is costly, especially that the cost per click for such keywords is also very high. Therefore, you should resort to what is called "long tail keywords", like "make money online for unemployed" or "earn second pension online", or "earn money online while still in college". These may be extreme examples, but there are various tools online that will help you compose your long-tail keywords and check the number of searches for each one.
So, once you compose your ad, and provide the keywords, avaid generic ones and use long-tail keywords.
The same applies to your website if you have one. You can set up a main website and add a few pages there using those long-tail keywords in each page "meta-keywords" section.
This way is somebody enters a phrase like your long-term keyword, there is a chance that they will land on your page.
As I wrote before, there is no way to target your ads in free advertising programs, especially in traffic exchanges, but there is a way round in safelists and text ad exchanges that many people fail to use (excuse the caps please):
THE SUBJECT LINE OF YOUR AD
No, you shouldn't write it all in caps, but it should indicate what your offer is and who it is directed to. The subject line should be followed by a short body (one liners work best) and the credits link. And here's an example:

Body: Most people will get 30% of what they earn now when they retire. Could you live on that? Protect your standard of living! Click the credits link to find out how!

That's it. I know it's not proper targeting, but some people will be more inclined to click the credits link to see the ad than others.
