i honestly believe the two are in the same. the initial contact is important - this let the affiliate knows that you are there and is interested. the follow-up too is important. treat others like you want to be treated. i would mostly like a follow-up to check-in to make sure all is going well and if there is any thing that you can do.
Its both the ways which are required to develop the upcoming prospects. Initially its is the first impression which is the best one. And further it is known that followup is key to build up confidence level and a moral support where he can stabilize his business and develop leadership qualities.
