My answer to you is yes and capital one at that. Why? It is because of the following reasons:
1. Nations are different with different rules and policies that govern them and their industries.

The way you approach each and every ECA, must very always. It does not matter which country/region they are from. Even in your own country, the approach must very.
You must be aware that even within a single country people will typically have different ways of approach. Keep in mind that there is a different in cultures, believes and types of communications.

Yes, it definitely does! Having said that, I am not sure of your question. Why and how would you approach prospective ECAs from other countries/regions? Thru your downline?

Fine, in that case as in any other business you need to complete that very important basic step, RESEARCH.

To my knowledge I think one should not take into account country/region when approaching prospective ECA
SFI is a Global business.
It is much easier to approach prospective ECA if you share the same language.
You may easily contact them by visiting them at their business to esplain any questions they may have if you are in the same country.
People have different ideas on how they want to advertise Respect that decision.

When it comes to advertising there is no definite formula that works. You can talk about resources, strategies and many other parameters that aid advertising. It's much better if you know the business practice in a certain country/region, so
you can use the proper and effective approach in recruiting the prospective of your ECA.

One thing you must remember, SFI has a zero tolerance policy on spamming. You will need to be very careful if you are contacting business by e-mail.
And these days more and more people are bothered by the practice of tele-marketing, so just be careful.

I would say no because I believe that the main reason that we joined
SFI was to start our own business and to make money from that business.

ECA's are human beings. We can find them all over the face of the earth. Just because one comes from USA and another comes from some other part of the world doesn't mean that they won't understand ... It's just another language they speak ... not different words.

People are all the same with different color, environments, family, etc. Use respect, speak simply and direct. Make sure they know they can ask any question and you will do your best to answer. Don't give up. Be gentle
