The one think I notice is that some affiliates rush through the lessons and then don't understand what they are doing or they overwhelm themselves. I wouldn't slow them down so much that they don't become team leaders, but make sure they understand everything. If they don't, they won't be good team leaders.

Absolutely NOT! If your affiliates really enjoy what they are reading about SFI they will want to go as far as they can. SFI has a lot of aids for learning and earning an income, and adding more all the time. This is what keep us interested in learning more ways to earn money.
In Sfi in the previous month Action Varsa Point is plying an important role the reason behind is in the previous month we get so many VarsaPoint which is than expiry after some days so if we plan properly it is very easy to achieve EA rank for consecutive 2 months so for new PSA i said that they should plan for Action VarsaPoint and not to hurry because if they go fast in previous month than the next month they will have to spend 1 T credit for each AVP that means they have to spend minimum $.29 for taking 1 AVP.

That depends on the PSA. Some people have leadership qualities from their personal life that they bring into their new ventures. As long as you have a open communication with the PSA(s), and as long as they can read up on the training and login daily. Then welcome their enthusiasm, and their eagerness to move forward.
