Sometime ago, I tend to think that in this business it's better to have a small number of PSAs then to deal with a big numbers but no action from your team. It doesn't take long for me to realize that numbers of PSAs is important, because it's from those PSA is where you will develop your team of EAs.
The key is; like every other business, you need to have a good marketing team that's going out informing people of your product and your quality service, a sales team that is so good to go out there and generate you more incomes in terms of selling your product. You need an active team that's doing the work for you.

I feel a better goal would be to sponsor and teach a small amount of ECA’s.
Why? You could gain commissions on their sales. We are all in business to make money correct?
You will be helping others/someone further expand their business and income. (They may even tell some friends, which in turn they may become an ECA or PSA or your ECA may join as your PSA (personally sponsored affiliate). It is a win, win!

I seeing only 8 PSA a month do you have on. They active or not???
But remember do you have only 8 new PSA every month to be motivated them. It's long time before they become active. I'm rider to have more than 8 PSA every month. may be 15 to 30 a month much better on my first year.
One's your Business Stable Already may good to low your goal. Base on how much do you want motivated your new PSA.

Great question , sponsoring hundreds of new PSAs if they are active will be a better goal, remember if only they are active which is rare. If they are active they will surely teach their downlines the same. To be practical I would suggest to sponsor some good working PSAs and support them for duplication. In network marketing duplication works so there is no use of adding non working PSAs instead just support the working ones and your team will grow.

I think it's useless to have hundreds of PSA and not being able to manage them, everyone has the right to have a sponsor who knows how to motivate and teach them the way to success, and if you have too many Psa can not do a job well done, you will always be forced to forgetting something and your PSA will be affected under any profile, both economically and staff.

Sponsoring hundreds of new PSAs every year is good provided the team leader must have control on his team members. Control in the sense the team leader must know the plus and minus of each team member so that he/she can train him/her effectively for more growth of the business. In this case, team leader has to put more time in totality however for each team member he will be able to afford less time. In this case, probability of becoming leader is less because subordinates are not getting much from his superior.
The Team Leader develops smaller number of EAs and then he can put most of the time for individual team member. Affiliates will be trained in a better way and they will be able to develop their downline in a better way. Compared to 1st case, chances of becoming a leader is more in this case.

If you've got the money and can invest money in an automated recruitment and duplication process, sponsoring hundreds of new PSAs can work for you and result in huge returns, but by far, I personally don't have the money for it. Besides, I get more enjoyment out of building my relationships with individual affiliates, and I far prefer doing this in a way I enjoy.
I think you should cover both options so if one is not working as fast, or as you would like it to, you always have the other one working for you. Sponsoring hundreds of affiliates does not mean they will all work to build their business. Where as if you have sponsored a little group who you can personally train to do what you do, you could make it work faster.
Quality not Quantity, hiring number of affiliates is not a worth point but interested and active affiliates are like golden sparrow, but if you have awesome tips and ways to keep their attention on their work then you would will be LUCKY to have an ACTIVE TEAM which will lead you and your team towards SUCCESS.
The best approach in sponsoring both, but spent more quality time with EAs and less with PSAs.
