YOU should want all your PSA's to become a BTL for the fellowing reasons.
1. they make matching VP off there PSA's and CSA's
2. there more likely get more CSA's that are EA2 or higher first than PSA's
3. You can make thousand a month just on matching VP alone.
4. Never put a limit on somebody or they may rebell against you.
That is all I need to say on this matter and should get first place on it :)

Explain that 3000 VP points are needed to become a Bronze Team Leader and their Downlines will need PSA's to achieve EA2 (PSA that is a EA for at least 2 months - has earned 1500VP) to help achieve and maintain their Team Leader status monthly.
I advise to keep your SFI business growing with at least 10 PSA's each month which you focus on to reach their potential with in a month.

The success of the affiliate business depends on multiplication therefore for a serious affiliate, early multiplication must be considered. But multiplication without a quality sponsorship is an effort in futility. A PSA who has the ability to grasp the nitty gritty of the SFI affiliate business within a short time can be encouraged to become a team leader. But not just to become a team leader for enhanced status, he or she must be an awesome sponsor. Anything short of this, it is advisable that new PSA really understand the SFI through all the various resources provided so that he or she would be able to provide the much needed quality leadership

Respect and I'm glad that you asked this question. Encourage or discourage new members depend on themselves, of course it should not discourage but I used to explain all the advantages and disadvantages of team leaders. If your PSA active from the start and immediately started to work and build your team I do not see why they hinder rather be with them and cheer for them! Tell them to teach your team to go in their footsteps, to do the duplication and that's it! However, if the member first month accumulated only points without working on your team and advertising needs to explain what is happening next month if you do not confirm the status! I think this will be the whole issue, and that I have managed at least a little help, thanks and regards!

Whatever the qualities of each are encouraged to double and in turn should encourage our team strive above. When trying to get PSA's meet, to know what objectives have established.
The activity carried on you can tell he wants that PSA, I can check VP Ledger and see what actions are channeled and then you see that he wants more and more every day making it even be supported.
The decision belongs to reach team leader, and when you learn to communicate with him tending what he wants.
Therefore it is said that communication is very important in this activity.

My thinking goes like this - Always give right direction to team leaders and affiliates. In case they would like to become Team Leaders right away even after showing the right direction, then it is for them. Success comes not by avoiding the failure, or, better word experience. But an individual can become successful only through his self experience.
Only job what we can do is to show them the right path and let them experience the road of success. But responsibility lies on our shoulder to give guidance as per the SFI Business does and don'ts.

In my opinion there a leader should always encouarge his PSAs who want to become Team leaders for some raisons:
If you see that your PSA he is doing a great job and he easy to adapt to SFI environment including good communication ,Goal oriented and self confident so you d'ont have to wait to support him right away to become a team leader, but if you see that your PSA he just willing to be a team leader and i knew that is very simple in SFI he just make (purchase a tripleclicks inorder to get more VP and sale actions),for this raison you d'ont have to discourage him but show him the good road to SFI reading more untill he understand the mostly of thing about SFI,because you gonna a teacher and you gonna have students and thouse students are looking for a good teacher !!.i remember about the saying(Teach me how to fish better than giving me every day one fish!!)

Tell them what the pros and cons are of going Team Lead right away. Also tell them the benefits of waiting are. Don't encourage or discourage them. Put the decision in their hands with the information of what is going to be required of them and it's consequences.
I personally believe the best benefit of waiting is being able to take time to build a foundation for my business.
