I suppose this is all about advertising. If I'm not wrong the topic, I think, and much more successful than me say the same - change your your ad.

First of all you should determine in advance what your goal is, which is the target group you want you attract. Make also a geographical targeting.

If, for example, you place between 300 and 500 ads per day, on group of advertising on social networks, you should have at least 1% response.

If the effect was less

- Change the slogan,

- Change text ads,

- The photo which goes as ad illustration.

Create a blog or website. Gives more space and explanations, and only add a link to your blog / website and photography.

Create with your co-workers co-op and post together paid advertisements. The range of possibilities is very wide, but, in my opinion, Google AdWords is the best way.
You also should try IBOtoolbox Press Release as a free advertisement.

Go back to the basics. Read again START, SFI BASICS, and LAUNCHPAD. Learn, understand and apply them.

Read the topics on Marketing Methods and Marketing Aids. This will give you some insights on attraction new affiliates.

Start advertising on the free classifieds, social media etc. This has to be done relentlessly.

Set up a blog to promote SFI

As you receive sign-ups apply the ‘how to be an awesome sponsor’ concept.

Step up the training for your PSAs.

Teach your PSAs how to become EA.

Teach your PSAs how to duplicate.

Learn from the forums and ASK SC

Maintain the communication lines with your sponsor and team with tips on how to grow your business.

You need to change your approach. Sorry, that was a bit obvious :-)

Think about how you are trying to attract new team members. Are you really 'attracting' them or are you trying to 'convince' them? There is a huge divide between 'attract' and 'convince'.

The best way to 'attract' people is to ask questions about them until they start asking questions about you. When they do start asking questions about you.

When it comes around to what you do for a living or what your passion is, be a little vague with your answers to build their curiosity and control your enthusiasm. Cool, calm and collected will always 'attract' more people to you. Over-zealous, fanatical and in-you-face will repel people from you.

Don't try and convince people. Your cool, calm collected attitude will do the convincing as will the way you dress, speak and stand.

Don't be discouraged by the rejections you get, ask those that reject your ideas why they have and adjust your approach to others in the future.

Please be aware I have written this answer with little understanding of how you are currently trying ot attract new team members. I hope it helps you and others to attract more people to SFI.

Buy them!

Even if you will never be sure they will be active.

I have the same problem, my affiliates are inactive but I do not give up.

I use my 125 Tcredit SO to maintain my EA2 rank and to buy PSAs.

It is real, SFI does not ask you for money but you should be very lucky to be able to sponsor new active affiliates without investing money into your business.

Someone is it, I know people who do not even know English, but they have affiliates that work, some that are always available to help their affiliates but receive nothing in return.

Everything turns on sales, on TripleClicks there are a lot of ECAs but many of them fail to meet the needs of members all around the world.

I think that if each country should has ECAs that sell any product, reducing shipping costs, sometimes too high, it would be easier to find new prospects, so new PSAs.

A good subject to bring up as a daily discussion, among leaders or among your students.

I guess that is an actual normal scenario that happens everywhere. Thats when people starts to apply many other strategies, like Offer Price, Full Refund, 100% commissions and many other techniques, just to attracts their customer.

It may be the same in whatever your situation is. I'm not sure which situation you are referring to, so I list out few scenarios below.

1) Parents and their kids.
Parents of course they knew more than their kids while their kids normally goes for the sweet things, their have a great desire in them. So some parents uses force to control their kids but me I prefer to travel in their minds. Giving theories and example, share their likes and talk about it more with them if that makes them happy, looking at views from their way. This practise actually helps bonding relationships among your affiliates.
A leader is also a teacher and parents are the first teacher in our lifes. And we are also the first teacher to our affiliates.

2) SFI marketing aids.
If you are referring to a new affiliate sign up, well SFI has got a lot of marketing techniques tools that is very much reliable and still works effectively these days. I am taking advantage of all SFI marketing aids.
Its normal if hundreds or thousands of people pass by our shop daily, and not buying. Even if they step in, touch a few objects and still not buying. Well that's the fact we have to face, and also something to think of everyday and night on what possible ways to produce a sale.
Now, dont give and never giving up is your road to success. There will be one sale soon. It always has to start that way, from one will comes another one. Just like getting started is the hardest way, yes but once it gets moving, it will moves on and on even when you are sleeping, you'll have difficulties to stop or applying any breaks.

There are products such as PSA To Go and SFI's S-Builder Co-op.
Once you received your PSAs, expects majority of them will do nothing. A common problem but you have to really be involved and get your downline to stay focused. You may find it a hassle, the system has been created in such a way that you have to be in constant communication with your team, and you have to be directly involved in setting things up for them, and teaching them what you know.
Motivate them, and get them as excited about it as you are.
I think this is the only way to ensure your success.

Have you tried buying affiliates for $1 each from an ECA. Some of my best came from there.

You only need 10 good ones, and then help them develop.

Also many companies sell hits....pick a good recommended one by asking some a2a friends in your area which one they suggest.

I have found 2 hit sellers who have produced affiliates for under 50 cents.
Also have used 2 selling affiliates for $1 with great success.

If you are building a business, investing $20 a month can get you 20 or more affiliates every single month, and you start developing some and give your new downline some. Focus on that route and success shall come.

But something you did wrong, you should find it, for finding the wrong item, you have to modify your working one by one and test the result, never change more than one object at same time.

Put yourself in the other site and check your ads first, is it attractive or no?
The time of promotion also is important, the day of the week, as you know 12 o'clock of the tuesday is the most traffic time. Where did you put your ads, has it enough traffic or no?
Language also is a point, check to see where your advertisement published.

It takes time, but you will find the right way if try to modify something,sure.

If you go to the marketing page in SFI, you find so many recommendations and resources to help in your marketing. If you try a particular approach and it does not work for you, you try another.

Also note that some methods require that you expose the ads to intended affiliates more than once or twice before they are motivated to take action so don't give up on it too soon. keep up while you also apply other methods. if you had stated the method you use, it would had been easier to dispense better advice.
