I think that a good welcome letter to reassigned PSAS would contain the same information that you would include for new PSAS. The one exception would be the explanation for the reassignment if you know the reason.
1. A warm welcome - let them know that you are glad that they're on your team.
2. Introduce yourself and give them your contact information
3. Let them know that you are willing to help if they are having problems.
4. Tell them that you are looking forward to working with them.
5. Follow through by replying to their requests quickly and accurately.
