First of all, it's very difficult to even know who is confused because they either do not reply to your communications or their replies are so short and truncated that they tell you nothing.
If they have 0 VP they are not confused, they are not interested.
If they have at least one vp and have not logged in since, they saw something they didn't like. Try to contact them and see what is wrong and resolve it.
If they keep starting and stopping, they might be confused. Try to resolve this.
Since most of the SFI training is not confusing and most affiliates have good sense, then if you feel that your team is confused, take a good look at what you are doing and projecting in your written messages. Take a look at your welcome letters, your Leadership Page, your Best Tip, and your selection of and wording of the e-Cards you send out.
Use one of your weekly messages to hold a mini seminar and cover the main points that may be confusing to your team. Cover duplication as one of the items. Remember people duplicate what they see and hear or read. It is up to you to tell them what you do. They can't see your ledger or your genealogy nor yours scoreboard. Don't show them, give them hints so they can do it, too.
