Here is the way I do it:
For PSAs:
After the Welcome Letter, I see if they become active and have earned at least 250 VP.
At that point I do two things:
1) I send them 10 TCredits with simple instructions on how to use them
2) I reassign 5 PSAs to them so they can collect the 30 VP/week for communicating with them. This also allows them to practice being a sponsor and communicating with their downline.
For CSAs:
After the Welcome Letter, I note when they have become active and earned at least 250 VP.
At that point I do one thing:
I send them 10 TCredits with simple instructions on how to use them
I don't reassign PSAs to them since the system doesn't allow me to do that.
If they never become active, I don't send them a Welcome gift.
This system seems to work for me.
