For a more personal touch, send an occasional e-card to offer encouragement and offer of support. Or call, if a phone number is available. Some people are not responsive to emails but are more receptive to a phone call. You can also offer incentives for their participation through contests, or simply rewarding individual prizes in certain criteria are met.
However, temper your expectations. Getting unmotivated affiliates engaged is probably a long shot at best. In the end, the affiliate will have to want it for themselves. Some people sign up just to take a look around. Others expected a six figure income overnight without putting in any effort.
So continue to make the effort to reach out to them. But don't exhaust your efforts trying to convert them. There are other people on your team who want to build successful business and are willing to put in the commitment and focus necessary to succeed. Work with the workers!
