I agree with both J. P. Mombert, BTL (Belgium) and Rebecca Beasley, AFF (Kansas, US)about the newbies as new sign-ups more than likely haven't ever signed up on SFI and don't know what to do and you can't make the new affiliates do anything, they have to take action on their own. I would use the Genealogy Report everyday in condensed view to see who is making the most VP and signing in almost everyday and check your red "Moves" tab as well everyday. After determining who the movers are contact them by a team mail and encourage them to use FREE advertisement sites and other ways to market - think outside the box. It's a good idea not to twist anyone's arm as we all know human nature will rebel on nagging someone to to take action; well most anyway. You husbands know what I'm talking about LOL. Anyway I would use regular email and SFI's Team Mailer and make nice suggestions about marketing and this is important; make sure you tell them that you and the other affiliate win (A WIN WIN Situation) everyone wins on SFI!
