There is no important message to convey to your team that can prevent them from being inactive. Different people understand things differently. The message might be important to others, while it is not important to others. Your message might motivate others and make them active, while it doesn't to others.
The best way is when you can communicate with each member to find out what are their plans and what they want to achieve. Then you can help them and send them messages, not just one message, according to their needs. People want to hear what they want to hear and what benefits them. The rest is not important to them.
