Yes, of course you should recruit people to become SFI affiliates even if they are not English speakers/readers.
As for the sponsor-PSA communication, you can recruit people from your own language speaking area or people that speak any other language/foreign language that you can also speak. As long as you can communicate with your downline efficiently, it is not important in which language are you communicating.
As for the navigating through their SFI account and understanding all the important information and training materials, your PSAs can translate their complete interface in 90 different languages by using the implemented Google Translate tool which is located at the bottom of their profile pages. So, there is no language barrier there, either.
There are also so many training materials in so many languages available on the Internet, especially on YouTube. You can find training SFI videos in different languages, or even without any speech, so it can be understood by anyone worldwide.
By targeting only English-speaking prospects you would be needlessly narrowing your possibility to build a strong team. There might be some great marketers and some very hard working people among those non-English speakers. There is no need to exclude them. They might be just the people you need for your team.
