English is the most widely taught language in the world. So whether or not someone is from an English speaking part of the world as you know it; most likely, they use English as a second language. You wouldn't know this just by casual observation but you can tell if you get emails in foreign languages as I have. All I do is use Google Translate and send them the answer in their native language. So yes, you can recruit anyone from anywhere.
Moreover, if I get movers that are really heating things up, I'll reassign them affiliates from their region of the world. This is because they can relate to the culture and economics in that part of the world better than I. I can research it and learn about it. But first hand knowledge is superior to second hand knowledge in most cases.
