One way to test either group cheaply is to deposit whatever dollar amount you can afford in your Certificate Manager account. Allot an amount ($5-$10, for example) to a certain number of inactive PSAs or CSAs in 3 day cycles. If they fail to utilize the GC in two days, the gift returns to your Gift Certificate Manager account for re-use. You will soon find out the serious SFI affiliates that are getting your message.
If they don't respond to your gift, place them on a back-burner list. Reinstate them only if they show up as active in your genealogy as active for the current month.
Your financial commitment to this procedure can be adapted to fit anyone's budget, and will tell you fairly accurately if they are getting your emails.
