I personally feel like it's my job to make sure I send them, but not to often or too far apart.
As for whether or not they are receiving them you can check their VP Ledger and see whether or not they've added their email address or not.
It's not your job to force them to do anything. It's your job to make sure you are inspiring them to learn. No one knows everything and business requires a different mindset than simply working a job. Allow yourself, your team, and your new sign ups time to learn. Everyone learns differently and that's OK.
I send a newsletter every week, and give every sign up an ecard. I also celebrate their successes with ecards as well. My CSA's get the same as my PSA's. They're still on my team! Some learn faster than others and I'm OK with that.
