I think we have to distinguish between personal emails to every PSA and CSA on your team and Team Mails send to the team as a whole.
You can keep on sending Team Mails to them as part of your team to maybe try and sway them to start becoming active, but don’t waist your time sending personal emails to each and everyone on your team, whether they are active or not. If you have only a few members on your team, that may be possible, but when your team starts to run into the hundreds, it starts to become too time consuming to contact each and everyone one on one.
Keep on sending them motivational and informative Team Mails that’s relevant to them. Also refer in your Team Mails to articles in your blog on your Leadership Page that might motivate them to start getting active and send out Newsletters to all your Team Members whether they are active or not.
Rather work with the workers without forgetting the others. Spend your time on more important things like recruiting new PSA’s, CSA’s and PRM’s and teaching the movers to do the same.
