Yes! Never give up on your inactive team members! I have seen inactive Second-Home CSAs come back to life after a long slumber. It is so cool to think that one of my emails spurred someone back into action! In fact, I just had a red-flagged PSA come back earlier this week!
It's important that you are sending USEFUL information to your team (both active and inactive). Make your newsletters RELEVANT to them. They are more likely to read it that way, and to see the value you are offering them.
However, while you should take the time to send out a weekly newsletter to your entire team (inactive affiliates included), you should spend the majority of your time focusing on your movers. Work with the Workers! (Go read Gery's 20 Rules of Success!) Focus on teaching them how to duplicate your efforts and to build their own team.
While you are working with your active team members, you should also continue advertising for new signups. You can co-op or reassign some of your new signups to your active team members. This is a great way to motivate them. :)
