It's definitely worth it! First of all, it doesn't take any more of your time if you send a message to your whole genealogy list instead of separating out your active members from your inactive members, or separating out your PSAs from CSAs.
Second, you never know when just one of your email messages might click with one of your inactive members and they'll come back and start being active again.
So I would say don't leave anyone off of your email list. If you want to send a message to your CSAs, send it to all of them. If you only want to message your PSAs, send it all of them.
