I believe it is worth talking with everyone at least once, and that includes the "second-home" CSAs and inactive PSAs that your sponsor might give you. I have occasionally been surprised by getting some response back, even if it proved short-lived at times, but it certainly doesn't hurt to include them.
Sometimes, it's just a question of finding the right tactic for talking to someone. I have even sparked some conversation by urging these people toward OPTING OUT--some people respond best to shockingly-frank honesty: "If you're not going to do anything here, you might as well opt out, save yourself from more e-mail, and save me the trouble of pretending to care about someone who doesn't really want to succeed."
