I do not believe that you can separate these two issues.
In my limited experience you need to sponsor 100’s every year to get the few committed EA’s to join you.
If out of every hundred people you sponsor you get three active EA’s you are doing extremely well (and if you are I would dearly like to know the source of your PSA’s)
However once you have these committed EA’s these are certainly the people that you should invest time and effort with to build their commitment and teach them the power of duplication, assisting them any way you can.
I certainly would not ignore any of you other PSA’s or CSA for that matter, you never know when they may become active and start to show an interest in their business, so keep sending them regular team mails and be ready to assist them as soon as they become active.
The mover’s page is very good to help you keep track of this. In the early days of your business the top 10 may be sufficient to keep track of this but as your team grows in experience and levels this may not be enough and you may want to extend this out
