Absolutely it is worth keeping them in the loop and sending them your newsletters and TeamMails just the same as you do for your active team members. It takes no more work to do.
You don't know why they haven't started yet. Perhaps they signed up spur-of-the-moment and weren't expecting something they would need to make a time commitment for. Maybe it just wasn't quite the right time for them.
I recently went through my email accounts to clear the clutter, and found newsletters from companies I found interesting enough to keep, and re-visited some of the sites and resources I signed up to several months ago, so don't give up on them. You never know what may inspire them to return.
