It is easy to find new PSAs however finding active ones is very much a numbers game. You need some volume of PSA signups in order to find the relatively small percentage who will work to become EAs.
So I don't think either of these goals is exclusive. Sponsor as many PSAs as you can. Be an awesome sponsor as taught by SFI. Develop communication with all of your PSAs. Keep an eye on your Movers list and you will see the ones who are obviously worth focussing your main efforts on, and you will get your smaller number of EAs. Work with these and explain duplication to them all.
However, don't neglect the rest of your genealogy or your 'sleepers'. Keep sending them your TeamMails and newsletters with encouragement and tips and they may wake up and come back to become EAs you can work with too.
