I hope that this question will involve other member to write a post, because this is one of the most interesting question that was ever posted.
Most of member that's are registred are actually inactive, but this doesn't mean that will never come back.
We have some member's as example.
So the best thing is to send the same mail to both kind of downline member's (CSA's and PSA's) because, don't cost you, and if the e-mail address was real, this member will receive the mail, and can decide to come back, and work harder that are do in the past.
