In my opinion!!

It is better to teach a few to develop themselves, consistently duplicating you. In my experience I have over 20 PSAs and over 100 CSA's currently. And only 5 PSA's are really working. Some are self driven. Others need the motivation. And others need the day to day guidance.
So work with a few
Not putting aside the fact that you can continue advertising to get your PSA's continually, should any of your PSAs decide to opt out. At least there is a constant stream of affiliates.
