We need to spend more time in finding different ways of approaching our team members.. Since, we tend to send one email to larger group, the chance are more that they feel it as spam and kind of ignore it without reading.
Try to send separate email to individual IDs (might be tedious job if you have more inactive members) but I am confident that hard work will pay off.
