I believe it is is worth it. You don't know the reason why that person has been inactive. Possible reasons are:
1. They need help and do not know how to ask
2. They've given up because they have no idea what they're doing
3. They've lost interest in the business and need an incentive
4. They are not future thinking
Your job as a sponsor is to address concern. Find out what is happening with these inactive CSA's and PSA's. Continue sending emails periodically, but not to overbearing or harassing. Something you send may catch their attention and all of a sudden you realise they are logging in. It's worth the risk.
