When you participate in S-Builder you are part of the global advertising co-op. This means you get sign-ups without having to do anything else. It is a very cost-effective way to build your business but With S-Builder you have to be patient, as it could take a while before you see results.
If you can, participate in both right from the start. If that's not possible, start with W3 and once you've grown your business sufficiently, add S-Builder.
