Firstly, have they said they don't want to recruit PSAs, or are you guessing that? Either way, try to find out the real reasons... Maybe they think they will need a lot of money to recruit, or they don't know enough about SFI yet, or they don't think they have the skills to build a team yet... There can be many different reasons so try to understand them as an individual.
Secondly, never make them feel guilty! Ultimately it's each person's choice what they do and how they want to develop their business. It's your job to understand them and help them achieve their aims.
Thirdly, make sure you've done all you can to help them understand the principle of duplication and how powerful it can be in helping them achieve their goals, and long term business stability, but leave the decision to them!
Fourthly, if they really don't want to build and lead a team yet, find out where they do want to concentrate their efforts and help them achieve that! Give them time and they may well come back later wanting to build a team of PSAs! Be there for them now and they'll trust you later on when they see other ways to develop their business!
Lastly, you can lead a horse to water, but you can't make it drink... If they really aren't interested at the moment just let them know you'll be there if or when they want some help, and leave them be... Work with the workers!
