Your question is quite interesting as well as a think over question.
Many Sponsors and Leaders (even me) having the same problem with some of our PSAs.
But, don't worry still we can make it over with them by these motivational methods.
Try them, atleast to some of them these strategies may work out. Let us hope for the best always.
But, before that we must consider the problems and situations of the PSAs. Their problems may be any one of the following. Find the problem first and then help them to get over it.
The problems for a PSA to be non active in sponsoring and duplication would be:
1. May be their family situation and their limited time frame to work in SFI.
2. May be they don't find time to do extra works like sponsoring because they may be tight in schedule with their professional work.
3. May be they are not so familiar with SFI and learning all tutorials. Because of not having a clear picture they may refuse to sponsor and duplicate.
4. May be they would have an inferiority complex to meet people or train people.
5. May be willingly they are not willing to sponsor or duplicate.
There may be even more causes for them, but as a Sponsor/Mentor, our responsibility is to make them comfortable with us and try to solve their problems if possible. If we did that and make them to feel us Loyal then slowly they will move to Sponsoring and Duplication level. Before that we must encourage and motivate them with these following simple steps.
Don't demand anything from these PSAs, but,
1. Just explain them about VP points and commissions.
2. Just explain them, how the matching vp share increase because of our downline team members
3. Just explain them about sales and purchases in TripleClicks.
4. Just explain the vps, MRPs they can get from the product purchase.
5. Just explain them about Mighty TCredits, its benefits and uses in gaming, bidding auctions, purchases.
6. Just explain them about CSAs and the benefits they can get from them.
7. Just explain them about leadership ranking and the perks, benefits,commissions and vp shares.
8. Just explain them about your badges, your ranking, your rewards received and your bonuses.
9. Just explain them about your future plan to them, your rewards, your incentives and your assigning if they come to the line of frame.
10. Just explain them about the Success of many leaders through sponsoring and duplication and how you are making out your own team.
There are even more steps, through which you can explain and motivate them.
This could be a special offer, that you can assure to these PSAs. Express to them like this:
"I can understand your situation better, but, I can help you to overcome your situation. I can extend a special offer to you. I will assign PSAs to you, when they start to work under you, I can help you by giving some special guidance that you can forward to them. So, this would make you to move easily with your downline PSAs. Let us join together and work. I can give all the tips, instructions, tutorials to help you sponsor PSA and duplicate with them. What do you say."
Ask them like this, then within some days, this will make up their minds and will agree with you, then you can assign PSAs under them.
As assured you may send tutorials, tips etc. Later when their PSAs start to work and your PSAs started to receive their shares, they will themselves move to make sponsoring and duplication.
Meanwhile your PSA would have got familiar with SFI and TripleClicks, then there won't be any problem for them.
