You may end up with some PSAs like that too. They have no desire to build a team or engage in duplication and they really only want to use SFI as an affiliate program. And that's fine. It's their business.
So you really shouldn't "do" anything with them except encourage them to keep doing what they're doing, especially if they're reaching their own goals and they're happy with remaining either an AFF or an EA2.
Simply keep the lines of communication open so they know you're there for them if they ever decide to move further with their business. But if they're happy just maintaining their current level, be happy for them and be satisfied that they're not dropping out!
