In my oppinion, if your PSA are showing desire to progress you should encourage them to go further they can. This can be a nice motivation for them, and even if they have not a team yet,they are still learning.. they can take benefit of being a team leader without a team (they will get a share of PSA, and free TC credits) they can use to grow their business from the beginning.
Nothing can motivate us like seeing our own progress and growing our business, so being a team leader in a beginning, for me is a good way to start.I think if we see some PSA is very active, asking question, showing his intention and will to go faster, we should encourage him always.
When we see our own progress and results, we give the best of us, and there is no better motivation, then see our own business go in a good direction.
But everyone of us have our own way and timing to do things, so, we should always talk and understand the person we have in front of us, and in base of this, decide what suggestion to give.
