I'd say, it depends on how you like to advertise, which features you want to advertise and what you plan to do after getting your leads.
1. TARGET: SFI OPT-INS aka PSA's (online business opportunity)
If you want to reach a huge market of interest for SFI affiliates, watching the growth tab will help you. On the top you can see the countries of the day with most signups, the bottom list helps to analyse further, too. Over the last month, the most signups came from US, India, African and middle eastern countries.
A really good portion came from regions with lower living standards. Although many of them mainly speak their maother language, it isn't that much of a barrier anymore with all those free translators around. Minus points rather lie in the activity rates, since most want or need quick money and have nearly no investment capital.
If you want to get higher rates of active affiliates, it is best to focus on your own region, where you could have physical meetings and seminars. If you'd like to enhance your advertisement area, concentrate on regions where you can speak the language fluently and know about customs there. With this you can make sure to have regular and intense training sessions with your downline - physical, online and per telephones. Since you know of the customs and laws there, you will be able to specify your sponsoring even more.
2. TARGET: PRM's (regular TC customers)
Look up, which countries have the most active ECA's with interesting product ranges and advertise those. US will always be a good prospect here - the product and ECA range is huge. Prospects will easily find offers with free of at least low shipping fees and are able to find what they need for a good price.
Advertising in countries with low active ECA rates (small product ranges) is mostly wasted effort. If PRMs want to buy anything from TC they mostly have to get it from other countries, mostly the shipping fees are too high, so they'd rather taker another e-commerce platform to get their stuff -> lost regular. Unless you plan to get masses of active ECA's for those countries (if so, start to advertise with a suitable slogan even before you get those ECAs), there's barely something to buy for them (Pricebender auctions as exception).
3. TARGET: ECA's (E-commerce associates)
Best choices: countries with low TC ECA rates, regional (your own country and maybe neighbors)
Entrepreneurs need a lot of personal calls and meetings to bite. SFI might give you the arguments, but the work needs your physical presence, thus you need to be able to get there without having to put in massive money just for traveling or calling fees. Also if there are lots of prospective customers for your country, but nearly no competition, it is a double win for you and your prospective ECAs.
4. TARGET: OTHER WORLDWIDE FEATURES LIKE PRICEBENDERS AND MUSIC COMPETITION
These are features, that I found out to be suitable for worldwide advertisement with nearly no exception or favorites.
