I do not believe that only certain Countries or the best ones should be considered to advertise SFI's business.
Although the medium of English is not used in many Countries as they all speak in their own native language, I do believe that most citizens of those Countries who belong to the Middle Income and high net-worth families do educate themselves in schools or universities where the language medium is English. This way they get to know two languages or more depending on how good their skills are at mastering different languages. In order to reach out to those people who can read and write English immaterial of the Country they belong to, you will have to advertise through whichever option you think best in order to reach them. In my opinion you cannot just leave a Country out because it does not come under the "Best List" because you might be surprised with the number of well educated people in the Country you think is not best.
