There are couple of things that differentiate safe-lists.
Most important two are, Click Through Rate (CTR), and Conversion Ratio (CR)
CTR is number of clicks your mail receives per each mailing.
CR is number of sign-ups you get from one mailing, or, number of signups from your CTR
Example:
If you send to 1000 members, and 100 click your link, your CTR is 10%. If out of those 100, 10 signup you get 10% CR from your CTR, and 1% CR from you mailing.
Next thing you want to watch out for is, how often you may send your mail, and how large your audience is.
Then you want to see if you can buy (or earn) the right to mail to a wider audience.
Example:
Safe-list lets you mail 1000 members (out of 5000 total) every seven days. If you view 100 mails a week, you may mail 1500 members, or you may mail entire member base for a fee, or mail more often, and so on.
Of course, you need tracking method for this to work, so use separate key code for every Safe-List.
