Now coming to the specifics of your question, you can launch personal contacts by organising seminars/meetings etc. at different places of your choice and interact with prospective candidates with some video presentation about SFI and recruit now affiliates at the site itself. In this case communication will be better since you will have person to person contact and also the advantage of language .
This can be repeated by putting up counters/ stalls in various exhibition centres /trade fairs (industrial/agricultural /commercial ) where you can interact with visiting public and recommend to them the advantage of joining SFI and help them to log in at the site itself You may even launch them and help to score first 500 points+ bonus.
I repeat that my limited experience in SFI has made me to understand that it is QUALITY that matters and mere magic number of 100 may not meet our future requirements. However my sincere good wishes are with you in whatever strategy you may pursue..
