The benefits of reassigning a PSA to someone within their own country/region are the same as A2A friends from the same country/region linking up to share tips and advice to help guide each other--especially in their own language.
I have done this a few times effectively, generally given to a more seasoned affiliate with the proper business mentality for SFI. It leaves the new affiliate optimistic about the concept of someone in the same boat on a series of different levels--leaving no excuse available to hold them back. It also instills confidence in the affiliate receiving the PSA (to have been given a responsibility over ones team says great things about their performance), and for the affiliate given. They now can connect and relate on matters that maybe they presumed you may not.
