If you are having a communication barrier and have the capacity to reassign an affiliate to someone within their own country, I would say go for it.
The communication barrier will most likely not be a problem for them anymore and the new sponsor may know things about the culture and ethics of the country that you do not know.
Having said that, this is going to be a matter of how well you have been dealing with that particular PSA and if they have asked to be reassigned. If they specifically asked to be reassigned, then respect their wishes.
If there is no language barrier, and they haven't specifically asked, I see no need for a reassignment unless you want to help out another affiliate with building their business. You must ask yourself- Am I willing to work through it to help this person achieve their goals or would they be better served with a local affiliate?
Reassigning them without their knowledge however is probably not be a good idea, especially if they were depending on your advice and knowledge for assistance.
