If you have repeatedly tried to contact a PSA but haven’t received any feedback, one of the reasons may be the language barrier. Particularly so if you notice that he/she is logging in regularly and trying to find the way. In such cases, it’s most probably a good idea to reassign that PSA to someone from his/her own country as that would be beneficial for both of you.
But, if you have already determined that there is no language barrier and the PSA is doing a good job, I don’t see why you would want to reassign him/her to anyone else.
After all, if you’re considering reassignment, you can always ask the PSA how he/she would feel about it, to help you make the decision.
