I would have to say it might be a good idea, depending on the PSA. If they have a reasonable command of your language, I believe I would pass emails, discuss subject, see how they feel. My Co-Sponsor is not from my country, doesn't seem comfortable in English, but translates well, and is very helpful to me.
If the answer is not fully known, I am sent to a source to get a better explanation than can be given by Co-Sponsor.
Develop a relationship with the PSA, and - as I said earlier - see how they feel about the idea. You wouldn't want to offend the person, they might be happy where they are!
