First of all, as a sponsor, you have a possibility to reassign your PSA. Inactive PSAs are given to active ones as a gift, that the active ones can gain weekly 30VPs for sending a TM. On the other hand, active PSAs are given to other active ones also as a gift, to start their own duplication process. The sponsor gets 5 VPs this way and he' s not at the loss. It becomes his second generation of PSAs and he will keep enjoying the benefits. So, why not reassign a PSA to someone from his country if it is an active affiliate ? Here, activity is the key word, when someone wants to work, he will find the same language with his sponsor. We are all humans here, it would be nice to talk with your PSA, listen to his reasons, ask him what does he want and decide what to do. If he wants the reassigment,whatever reasons might be,like language barriers, it would be a good idea to do that. Hope I helped.
