Maybe if SFI will switch rewarding numbers of signups to numbers of EA2 ... :D maybe... then will be a real challenge.
As long as there are people who sells new sign-ups, and people who buys new sign-ups risking that those sign-ups will move or not ... this idea of quality would remain an IDEA.
When you build your own network and you are using your own gateways and co-op links ... you may purify your network. The key is to get your network to duplicate what you did in the first place.
There was an valuable idea on the forum once. The idea was to create a brochure, a book an e-book or anything written, even a whole website.
There you can describe your SFI business, your SFI ways, and your SFI tips.
With your SFI Gateways, that written material becomes a weapon against quantity and a magic wand to quality.
If you get new sign-ups from the people that reads first about SFI, and they find it easy to reach, you will soon get sign-ups with a growing goals in mind and not with a get fast rich scheme.
I think this is the key, and is tested by me. I have one sign-up from some brochure I wrote and he moved from day one and he is still with me, unlike the others, from ads, classifieds etc....
