My own sponsor has always been responsive. I've had some of my CSAs communicate with me frequently and they would share about their sponsors being non-existent.
This was my advice to them:
1. Contact your sponsor and have him or her submit a ticket at support.sfimg.com authorizing us to allow you to change sponsors. Once this has been verified, let us know the name and SFI ID number of who you want your new sponsor to be and we will make the change.
2. Cancel your current account (opt out) and wait for six months, then sign up again under a new sponsor. [Don't Do this]

Doing No. 1 could have a few possible outcomes. In the case of FJ, he managed to open communications with his sponsor and they have now an improved working relationship. This is the least problematic, most appealing scenario to SFI, the sponsee, Sponsor and co-sponsor.
Why? Everyone's doing what they're supposed to be doing.
Another outcome would be no reply from the sponsor and the sponsee goes up the line for support. The Co-Sponsor helps out but then doesn't get the full benefit of being a sponsor but does the sponsor's job. I had one such outcome where my CSA asked to be transferred to me but he didn't get a reply from his sponsor. I'm waiting to see what happens here. Perhaps the sponsor will "revive" or we'll have to ask support for help here.
A 3rd outcome would be a refusal by the sponsor to give up the PSA and perhaps would give room for the sponsor to improve. By now, he would be getting negative reviews and that carries some weight there as well.
I have been acting sponsor to a few of my CSAs and they have responded very well. What I have shared with them has either improved sponsor/sponsee communication or at the least I would possibly have a newly-transferred PSA.
