Your question is interesting and causes much frustration for many leaders. The fact is, so many people join SFI, but never work. This causes you to have a lot of inactive affiliates in your downline. Don't worry about whether they're active or inactive, just keep in contact with them ALL by sending group mailings. You never know when someone that's inactive will come back and start working. That person could become your star affiliate.
If you keep giving helpful tips and information in group mailings, the affiliates that do work will contact you. I also praise the affiliates the make the Movers tab. These are the ones that want to become successful. Please answer their e-mail as soon as you can. This is very important, so they know you will be there to help. If you miss the mailing right away or don't know the answer, contact them right away and let them know you'll get back with them as soon as you can with the answer.
I've learned that it's best to welcome new affiliates and co-affiliates individually. This lets them know that you're interested in them personally. Ask questions as "Have you worked on the internet before?" I send a follow up letter after the welcome letter also, letting them know how to start working on the website.
